The Ministry of Energy of Mongolia (MoE) intends to procure approximately 110 MW of solar photovoltaic (PV) generation capacity and 52 MW / 188 MWh of battery energy storage systems (BESS) across five sites through a competitive procurement process (the “Auction”).
Western Region lot:
- Site 1 (60 Ha) – 10 MW Solar PV plant and BESS 10 MW/20 MWh IPP project connected to grid substation Bayankhongor located in Ulziit soum, Bayankhongor province;
- Site 2 (60 Ha) – 20 MW Solar PV plant and BESS 10 MW/40 MWh IPP project connected to the grid substation Ulgii located in Bugat soum, Bayan-Ulgii province; and
- Site 3 (100 Ha) – 40 MW Solar PV plant and BESS 20 MW/80 MWh IPP project connected to the grid substation Umnugovi located in Ulaangom soum, Uvs province.
Eastern Region lot:
- Site 4 (35 Ha) – 10 MW Solar PV plant and BESS 2 MW/8 MWh IPP project connected to the grid substation Baruun-Urt located in Baruun-Urt soum, Sukhbaatar province; and
- Site 5 (90 Ha) – 30 MW Solar PV plant and BESS 10 MW/40 MWh IPP project connected to the grid substation Choibalsan located in Bayantumen soum, Dornod province.
The Auction is being developed with transaction advisory support from the Asian Development Bank (ADB) under the Law on Renewable Energy of Mongolia.
The Auction will include the solar power plant, BESS and all related infrastructure connecting to the grid substation or the relevant connection point.
The selected private sector partner(s) will be responsible for the design, financing, construction, operation and maintenance of the Project under a long-term independent power producer (IPP) structure. To initially identify interested developers, expressions of interest are sought from companies with experience in developing similarly sized IPP or EPC projects.
The Government of Mongolia has identified and secured land for each of the auction sites. The successful bidder(s) will be granted the necessary rights to use the relevant project site(s) for the development, construction, operation, and maintenance of the solar PV and battery energy storage facilities, in accordance with applicable Mongolian laws and the terms of the project agreements. Further details regarding the land rights framework and site-specific arrangements will be provided during the tender process.
Interested developers may submit Expressions of Interest for both Lot 1 and Lot 2. The MoE reserves the right to procure through a single competitive auction covering all sites, or through separate competitive auctions for individual sites or groups of sites. The final procurement structure will be determined prior to the issuance of the Request for Proposals (RFP) documents. The MoE currently expects to issue the RFP in the second half of 2026.
This Request for Expressions of Interest is intended solely to assess market interest and inform the design of the procurement process. Participation in this EOI is not mandatory for participation in any subsequent tender process, and submission of an EOI does not constitute prequalification. Expressions of Interest may be submitted by individual companies or consortiums.
A brief description of the Project information can be found below.
Expressions of interest (non-binding) must be submitted in English, and should include:
- A description of the company’s activities (max. 10 pages), including information on:
- Details of solar PV and BESS projects developed, financed, constructed, owned, or operated by the company, including projects currently under construction and in operation.
- Experience in power plant design and construction, and
- Experience in developing and financing large IPP projects.
- Copies of the two most recent audited financial statements (between 2024 and 2025).
- Annual report and other relevant literature
- Optional recommendations regarding the Project structure, procurement approach, risk allocation, site configuration, contractual arrangements, or other matters that the respondent believes could enhance the attractiveness, bankability, or competitiveness of the Project.
These documents shall be submitted as a single PDF file.
